Solar Energy Policies in China: Trajectory, Change and Drivers of China's Energy Transition
China’s energy sector is at critical crossroads. The country has recently embarked on a fast track to generate extensive amounts of electricity from renewables and has positioned itself as a leader in the global energy transition. Yet the narrative of China emerging as a green giant sits uneasily with the socio-economic and geopolitical realities. China to this day remains the world’s largest greenhouse gas emitter, consumer of coal and coal advocate in countries along the Belt and Road Initiative (BRI). Despite China’s ambitious commitments, reasonable doubts remain as to whether policymakers in China are able to develop the support mechanisms and policies necessary for an effective and sustained energy transition. Recent studies describe China’s renewable energy path as highly erratic, unfocused and suboptimal. The implicit assumption is that China’s energy transition and policy innovations are manifestations of an ephemeral and unfocused policy process, opportunistic maneuvering and short-term interest rather than the outcome of a strategic and consistent policy planning process. This study sets out to gain an improved understanding of the regulatory structures, processes and inherent logic that guides China’s policymaking and energy transition in the solar energy sector. The guiding research questions are how and why have China’s solar policies emerged in recent past and how do these seemingly sudden flare-ups of contemporary solar policies fit into the overall trajectory of China’s renewable energy transition? This study draws from the findings of more than 30 interviews conducted with policymakers and stakeholders in Mainland China and applies both the Punctuated Equilibrium Theory (PET) and the Fragmented Authoritarianism (FA) Model.
